The delay with the Council is not surprising.
The sole reason why Splendour is not happening this year is because no one signed it off at the Council in time. They had even realised that they had created a highly profitable opportunity, made DHP and others go to tender, chosen the winner and then sat on their arse for four months, by which time the successful party (still DHP) could no longer deliver a suitable product.
At least Harts makes a little more sense now albeit I am sure there are cheaper options out there.

The fact is though, that if it is the City (or any other council for that matter) causing the delays, chances are it hasn't even got to the political stages yet and it is being held up by the planning department and if it has, then recommendations wouldve been suggested to the council members (councillors) sitting on the Development Committee by planning officers to reject or approve the various stages going through planning.
Elected members will only have their say once the application gets to the Development Control Committee (or whatever it is called now) once the planning officers (non elected council employees) are satisfied it can be put to the committee for approval/rejection. This will go back and forth between the club architects', planning department and Development Control committee countless times until everyone is in agreement with the project and all of the undertakings a project of this size are addressed and agreed upon. No easy task for a development of this size.
Let us not forget that the redevelopment of the ground will have many major impacts on the surrounding area and its residents along with many laws to be upheld, that wouldnt be seen in most other development schemes. From the councils perspective, these have all got to be absolutely spot on.
It would be unusual for a development project to be put before the full council, unless there were serious financial obligations being put to the council (I.e. a substantive loan from the council to assist in construction costs etc like we saw with the Trent End rebuild). Given the Council are bankrupt and we now have a billionaire owner, that scenario would appear to be highly unlikely.

Snippet at the end - apparently the ground is no longer an Asset of Community Value because the supporters trust chose not to renew the agreement?

Why would they do that?
Surely that is not representing the best interests of the club or its fans?

Randall asked them to drop the ACV because it would delay the planning process further for the PT stand. That was back in 2022.
Whether that was true and considering where we are currently at if dropping the ACV was necessary I will leave you to decide.

In terms of the BBC report sounds like we are trying to negotiate and force a conclusion in public. At the meeting TC gave the following response
One question that was asked was: “Is the club preparing a Plan B or contingency?” (this question was also raised at the original meeting). The answer was a straightforward ‘No’. The Chairman repeated the line that their intention is to remain at the City Ground. However, given the ongoing matter with the City Council, Forza Garibaldi will continue to raise this question as it remains to be seen whether this impasse will lead to alternative plans being explored.

Protests against whom? Surely you don’t mean against the owners or club? Council yes but will they really care? If they did, they wouldn’t be holding things up.

The club is quite clearly trying to stir up public opinion against the council and I don’t blame them.
Depends what the priority is. Do we cough up £1m a year? The price of Sangare buys you another 30 year lease.
The issue is I assume wanting to build flats we probably need them sold offering a commitment to a minimum 90 year lease
