I think the 19 storey block of flats has put the brakes on somewhat also. Many of the locals have stated they support the new stand but object to the flats. Theses are matters that need to be revisited by the developers and readdressed

They're trying to get permission for the flats by piggy backing it onto the application for the stand. The community will get behind the stand, the flats are contentious and so will not. This is classic developer stuff. IMO the application without the flats would have been approved ages ago. The club are also probably trying to negotiate with the bioat club but I guess it's difficult for the boat club to meet and discuss at the moment. They probably need an agm to agree any deal proposed.

I did read somewhere that the Boat Clubs couldn't approve anything until they had held an EGM (Extraordinary General Meeting) and until such time, Forest couldnt do anything as the Boat Clubs have that Community Protection thingy as well as Forest and any changes would have to be agreed upon by the relevant committees

The stand relies on the residential development to fund it. I fear it won’t happen. This project will convince me of EM intentions - if it gets built then he is definitely here for the long term if not I fear for us...

Thats the arguemnt thats been put to the planners but there's no reason they couldnt build a basic granstand instead of the premier league corporate prawn sandwich affair thats been proposed.

That may be so but with the boat club's community asset protection the planners may have told the football club to go away and reach an agreement with the boat club. 

Forest may have made a strategic decision to withdraw their boat club offer until the point the planners say its build a new boat club or get a refusal. They may be trying to play a game of bluff with the boaters.

When we visited the City Ground to look at the plans for the new stand etc. we were told that the building of the stand was dependent on the apartment blocks being built. i.e no apartments, no stand.

It may be no appartments, no 8k capacity, 3 tiered stand but they could build a replacement modern equivalent for the current main stand for half the price, or less probably.
