How could SC have done it without the tools that EM gave him?

I am a supporter of EM but weirdly SC came in and took us flying up the league with the inherited from Hughton failed squad. He was supported in Jan-especially in retaining Jonno- but not excessively so was it? Loan of Davis. Freebie in Cook (who was huge in getting us up). £2 million for Sam then a couple of "Data signings," of Danes from Canada and Paraguay. Not sure if I've missed anyone, but not a silly or exorbitant transfer window tbf.
I think most owners could have funded that, it was equally about not taking away the tools for promotion- Grabban getting injured I thought would derail us at the time, but Jonno (supported by Davis role) really stepped up.
Not taking away EM contribution-he obviously funded most of Coopers inherited squad for Kankjar/O'Neil/Sabri/Hughton. (Can't think of any Warburton left overs-Lolley maybe?).
