So what's the situation now then? We sign him on a loan agreement (with a view to a permanent signing), which we then make instantly permanent? Makes a mockery out of the early closing of the window.
I'm just conscious we may need a few loan slots available for January to cover injuries to key players.

We couldn't instantly make him permanent, but we could announce him on a season-long loan today, or a loan until January, with a view to making it permanent at the end of the loan (either in January or at the end of the season).
If we do that he'd be our fourth loan (with Colback, Dias and Goncalves being the others). That still allows us another four loan slots, with a maximum of five allowed to be named in matchday squads.

Why cant he sign on loan with the option of a permanent at any time. I was under the impression it's players registrations that are restricted out of the transfer windows. Well he'd be registered to us via his loan, would he not???

I don't think it works like that, otherwise there'd be no point in having the transfer window. I don't know the full FA rules around it but I'm sure what I've said is correct.

Yeah, you're probably right. I bet the full term of the loan has to be completed before the permanent transfer can be completed. Otherwise, as you say, the entire concept of a transfer window would be a farce.

Officially announced! 9.30pm!
Nottingham Forest are delighted to announce that full back Sam Byram has joined the club on a season-long loan deal.
The 24-year-old defender joins the club from West Ham United and will be part of Aitor Karanka’s side for the 2018-19 season.
Byram started his career at Leeds United, making 130 league appearances before joining West Ham in January 2016 and going on to feature in the Premier League and the Europa League.
No mention of a permanent deal. Thats worrying.
