They are two separate incidents and will be treated separately unless the appeals panel themselves are biased. However they can announce the verdicts at the same time.
Eg The panel have agreed to reduce the deduction by one point however the Premier League have decided to impose an additional one point sanction for bringing the game into disrepute. Hence the 4 point deduction stands.

There's no way they'd give a points deduction for a tweet.

I would hope all we get is a fine for it. Howard Webb has basically admitted incompetence was to blame rather than any bias but we were completely in the right to call out the injustice of it.

Not strictly true as the rules do allow for an increase in penalty as well, but it’s a joke of a process all things considered. I can’t believe the clubs agreed to this process considering the potential for lack of consistency and the potential for it to drag on and on. Then again they also agreed to how VAR is implemented so perhaps I give the off field side of football to much credit…
