Health and Safety is my guess. The back of the main stand will have to be completely blocked off for access as there will be tons of different types of demolition/construction equipment that will be left at site - cranes, generators etc, which would mean there being no access to the LB stand
The changing rooms will have to be located elsewhere, the teams will have to turn up with fans around the stadium, once fans are allowed back in the ground! Where will the temporary changing rooms go in the interim period?
The risk of contamination on the pitch also has to be considered - dropping a stand, even of the size of the main stand is still gonna churn up a ton of dust and debris.
Besides, once fans are allowed back into the ground, it would be best to keep the reduced capacity to the absolute bare minimum due to loss of revenue and more importantly, atmosphere by the Forest fans
All that was going to happen anyway, as not be able to do all work in close season. And that would've been with the season going on and full crowds (pre Covid).
This is the ideal time to start getting the work done.
