The land the flats will sit on is eminently developable as residential. The whole area around there needs regenerating and the first phase was the conversion of the council offices to flats. Now it's happened it's created an extremely desirable location looking out onto the river and Trent Bridge, which is a short walk or ride from the emerging south side of the city. The planners know the importance of the site and the club know it. What the club is doing is using their offer to invest & build the new stand, which will have city wide community as well as football club benefit and as such be well received, as a lever to get something a bit more out of the planners on the adjacent land. Its an ages old ploy of property developers when they put schemes together. We'll give you x if you give us permission for y. Or if you want us to do that, we need to do this.

As I said earlier, the stand could be built without the flats being tagged onto the planning application but if they did that then they'd lose leverage with the planners and no doubt only be permitted to develop a lesser scheme. Certainly not a 14 storey tower I would suggest.

As for delays, despite covid issues, planning permissions are being approved at the moment. I suspect the delay is that the council have asked the club and the boat club to agree on a scheme that suits both and either the club is assessing matters or they're awaiting the boat club to be able to meet and resolve their position.
