A contract's a contract. The efl wouldn't be able to amend the legal terms between two parties who entered into the contract, unless the government changed the law which isnt going to happen. Any wage cap will surely only be able to apply to new contracts entered into after the implementation date.  And then some player or the pfa will challenge it through the courts, like Bosman did.

The way its going to work allegedly is that any contract signed before this season will count as a 10k a week deal. So until players begin to sign new deals it won't have a huge impact.

Some clubs have 70-80m wage bills though so they will be greater impacted. This is a good thing for Forest and the EFL if it happens. It should allow greater competition, make the parachute payments less of an issue and actually stop all teams making ridiculous losses. 

The prem won't be happy but I'm not sure all the champ clubs making huge losses is really in their best interest either

Aye, there would have to be some leeway for existing contracts. So how would this play out? My cynical take on it:

When making signings, Premier league clubs would have to get players to agree to huge salary reductions upon relegation. It's becoming the norm I gather to have hefty reductions, but this would magnify it.

Watford are apparently at risk of a firesale of players under existing rules as some of their biggest earners do not have salary reduction clauses in place. I assume they tried to attract players such as Deolefeu and the like who would not accept reduction clauses.

So these new rules will make it harder for clubs with a chance of relegation making ambitious signings. Alternatively if they gamble and sign players without a salary reduction clause, it will be a firesale in the summer as everyone will know they have to offload them. Win-win for the rich clubs already in the money seats.

Currently parachute payments primarily subsidize wages. In future they may have to be used to offset lossess on player registrations as the club is forced to conduct a firesale.

And if the club played it frugally, like Norwich have done this year, they have a parachute payment they can spend on transfers - no doubt with a hefty 'signing-on fee' - not wages to blow away the competition in the Championship.

And what about clubs who get promoted? Championship clubs will generally be paying lower wages, which means they won't attract as much talent from overseas. The latest figures I saw, we're currently the highest paying league outside of the top 5 European leagues, i.e. more than Portugal, Holland, Turkey etc. The Championship standard will be expected to go down. So it will be harder for them to compete when they go up.

So basically, this proposed measure reduces mobility up and down the league. Exactly what the clubs with the money want.

The only way to really solve the current situation is to fundamentally reduce the gulf in revenue between leagues.
