No, if the clubs vote for it, it will happen.
There is no ceiling on what a club can pay a particular player; the club will have to balance that out over the 25 man squad.
Pay a player 25k per week and you will need a good few under 21's in the squad to balance that out.
Surplus players may have to be ring fenced as far as wages go; effectively meaning they cannot play unless they leave
Paying moderate players a kings ransom has to stop and the sooner the better
Ah, ok. All makes sense but i still doubt that it could be implemented without a transition period. And the premier league would no doubt threat to hold back solidarity payments to protect their member clubs' interests.
