They've applied for CAT 1 status based on the facilities (and proposed facilities) on the current site. I cant imagine they'd just be having a punt at an application to see if they could get CAT1. They must have an inkling that it's possible they'll be successful.
That was the conclusion I came to Pap when the original thought crossed my mind.
I thought that too! But, surely it is better to get Cat1 ASAP with the facilities already in place, then worry about moving to another site once Cat1 status has been approved? If we move after Cat1 status has been achieved, then it is just a case of providing the same, if not better facilities on the new site in a more permanent and purpose built environment.
