Off the field, Forest most certainly 'back' with a new set of owners who know what they are doing.
Plans for the stadium (and actual maintenance work done on the ground, paint, new technical area etc...refurbishment...Shock....*) show that, one day, when it's announced and completed, Forest will be 'back.' But it's great to have a set of owners who have got on this. The sponsorship is 'back' with the best sponsorship Forest have ever had? Manager. Top quality. I'd consider a 'top flight' class manager who will prove himself in the Premier league one day. No nonsense, no messing. He knows what a quality player is. He knows what he wants. He doesn't suffer passengers or time wasters or players who don't listen to instructions. Robust organisation. (But can 'play a bit') Decent possession. Players know exactly what their job is. An Accountable Forest team. (And with the new signings, we'll see what Karanka's side can really do.) The best manager Forest have had since... (So, in this regard, Forest are back.) In the transfer market, Forest have triple smashed their transfer record and signed 7 high calibre quality and shrewd value for money players in record time for the pre-season (something I don't think we've ever seen before?) and with more business to be done yet to be done and yet more promise of the kind of players Forest will need to charge for promotion. This looks to be the best transfer window since Clough brought in his big guns. Forest are certainly 'back' in the transfer window. But I won't consider Forest well and truly 'back' until they are promoted. SA.

No we are not back as a prem team. But we are back as a force in the championship (realistically have been very weak for a long time) And we are back as promotion candidates and the odds on us winning the championship keep dropping. So in essence we are back. Just not back in the prem.

When teams like Bournemouth, Burnley and Stoke regularly ply their trade in the PL, and we have been closer to L1 than PL, you realise how far we have fallen. However, those clubs have shown that when you have proper management off the field, you can have success on the field. We are identifying new income streams, our fans are buying into the new regime in record numbers and finally we are going places.
I spent 2 weeks in Kefalonia last year, and the locals were telling me that Marinakis would get us into the top 4 of the PL and they had no doubt. Yes we are back.

I am not too sure about your last sentence forest fire, that is certainly a huge ask. However for now it feels great to be a force in the Championship again and to be respected by other clubs and fans again and to see our own fans flocking back in huge numbers. Forest are back!
Panic on the streets of London
I still think its a premature conversation.
There is no doubt we are better run off the field but that was not difficult, I suspect that the members of the forum could have done better running the Club as a Committee than what the previous ownership achieved! I don't think that alone is enough to claim that we are back? We have made a fantastic number of signings who all "appear" to be a step up in quality in personnel on those that they are replacing. However, we've been here before and a season of challenges in the Championship can rapidly change the views of the fanbase on even the most well liked player. The facilities have been improved with a lick of paint and aesthetically the City Ground is more welcoming than it has been for a few years, albeit the big screens are possibly the best upgrade we have had in a number of years and that didn't occur under the new owners. I don't think the communication from the Club is much different to what we have experienced for the past 20 / 30 years. In fact you could argue that the previous owners affiliation to Twitter kept us more up to date with certain aspects of the Club than ever before and after. On the pitch competitively we are no better placed yet than what has gone before, the true measure of success is surely where we are come May? I am convinced that it will be a step forward from last season but we surely need more than a step forward to be deemed to be back?
