Not yet the fa cup still needs to be won by a team in champions league spot for it to be moved to league position.

Also if Newcastle were to win the league cup and not qualify for champions league then they would take the Europa space it provides. So if they were to fall out top 8 that space goes with them.

It's a Conference League place for the Carabao Cup. The Europa League places are for the FA Cup winner and the highest league place outside the Champions League ones.
