Sounds like the cities aren’t known yet; Dallas or Toronto then Boston or Toronto then New Jersey or Philly.

I tried to watch but there was too much nonsense. There was an element of seeding to get the top4 in the semis I think, wasn’t aware they did that sort of thing.
