Nottingham Forest will face no punishment from the Premier League despite an administrative error meaning they confirmed a transfer which would have breached the rules on the number of international loans allowed, Sky Sports News has learned.

When Jonjo Shelvey left the City Ground and moved to Trabzonspor at the end of the summer transfer window, Forest's initial agreement with the Turkish club was for a season-long loan.

However, Forest were unable to lodge the paperwork on FIFA's registration portal, which blocks any attempt to exceed the number of loans allowed.

An automatic alert was generated, informing Forest's bosses that the deal would breach the world governing body's rules, which allows a maximum of seven international loans per club. The rule is in place to try to prevent clubs from hoarding talent.

Sky Sports News contacted FIFA on Thursday morning, but there has so far been no comment, meaning it is not yet clear if Forest will face a disciplinary claim from FIFA.

When Forest's officials realised the issue, they quickly re-negotiated the deal with Trabzonspor on September 14, by making the move substantive, rather than a loan. It had, though, already been registered with the Premier League as a loan.

Mighten was supposed to be registered as an U21 loan which does not count towards the 7. 
The administrative error from Forest was the cause of problem with Jonjo, when they went to register him on the portal it was blocked.

Do we reckon establishments have been holding onto that info for a while and whilst we’re hot topic with psr’s/ffp news it’s been trotted out for extra clicks and ad revenue for the site and some actual paper sales?

We went to register the loan saw we couldn’t cancelled his contract and they gave him a 1 year contract instead, we and the prem league had already announced it which is the sticking point.

They've held back the Jonjo story for sure. It's a bit of a non event but goes well with the window and FFP. I don't know if it's targeting Cooper it's just when there's enough momentum to make something from it.

It was just an admin error on mightens loan. He is u21 so it should not have counted but FIFA did. To get the Shelvey deal through we terminated his contract and he signed a 1 year deal. God knows how much that has cost us? He had 2 years

Might have managed to defer payment until after June 30th though to alleviate FFP issues (or kick the can down the road at least).

It's not exactly the kind of story that fills you with confidence in the club's administration, is it? Particularly when we're potentially looking at punishment for financial mismanagement.

As for Shelvey himself, I'd say that for the lack of impact he made on the pitch and the alleged misdemeanours off it. For the money involved he is quite possibly the worst signing in the club's history.

Probably. I think he may have usurped this accolade from Harry Arter which is quite some achievement. I suppose Omar Richards is another contender.

The thing is though that Shelvey is a very good player that cannot be doubted.

It didn't work out for him following a spat with our manager at the time after he was dropped following the Villa game.

He was not the only one involved in spats with our manager because Worrall was another and then there is the refusal to play good players like Bade (now linked with Spurs for 50M), Montiel, Santos (now linked with Spurs, Barcelona and Newcastle) etc etc.

Some truly bizarre decisions and the point here is that it's not always the fault of the recruitment.
