Wasn't Figs a loan with a view to a permanent though? That's the difference. Players commit to the cause when they know it's a permanent move. Youngsters like say Semedo & Muric don't really want to be here, so don't commit.
The club also need to do a bit more homework IMO. Its clear that players like Mir, Goncalves & Dias were being sent out, not because their parent club thought they needed the valuable experience, but because they were never going to be good enough for them. So sending them out was a way of putting them in the shop window to flog on.
