I believe every professional club has some kind of a list with potential targets for all 11 positions in the team. The club works constantly with updating that list with new targets based on both ability and availability. When approaching a transfer window the focus is then more on checking the availability of the different targets based on which positions the manager needs reinforcements in. New targets can of course suddenly pop up and result in a change to the club's priority list.
It's obvious to me that the more knowledgeable and well connected people that are involved in this scouting and hiring process the better the changes are of getting some real gems within the club's budget. I really can't see any negatives in this set up. Of course, if one of the people within the club goes on a solo raid a signs players on his own without consulting any others then that would be bad but then again I don't think he would have had the role much longer. Signing players is all about team work.
