In addition to one of Widdows questions, I would hasten to guess that a lot of the £2M fee would've been spent on Architects' fees towards the initial plan submissions, drawings etc, along with the detailed reports that would have to accompany a development of this scale. Add on top of that reviewed plans and reviewed reports.
