Because they hoover up the best players. On an already strong and expensively assembled squad last season they were struggling so in January spent 200million on Marmoush, Nico et al. Then in the summer a big spend on Cherki, Reijnders, Donnarumma and the rest. Then this January they can pick off Semenyo and Guehi. 

Where is the coaching? He takes all the talent and stubbornly tries to get them to play through the middle of a Nuno low block.
