I don't understand why he can't. Arsenal and Man City will be able to play new signings in their rearranged postponed game in Feb for example.

I guess they have to make an exception for postponed games

Where have you actually read that? As I've googled it and can find no information. Not saying you're wrong just seems to be a minor rule
